William Carl Liss, 73, former deputy commissioner of procurement for the City of Philadelphia, died Dec. 31 at Elkins Park Hospital.
Formerly of Rockledge, Pa., he was born in Philadelphia.
A 1954 graduate of Lower Moreland High School, Liss earned a bachelor's degree in 1961 from La Salle University and a master's degree in communication from Glassboro (Rowan) University in 1973.
Deputy commissioner under Mayor Frank Rizzo's administration, Liss went on to become an adjunct professor at various institutions of higher learning, including the Philadelphia College of Textile, Glassboro State University and La Salle University.
An Army veteran, he was a member of the Philadelphia Model's Guild and a former member of the Melrose Country Club.
Liss is survived by daughters Deborah A. Mustin, Dina M. Davis, Belinda M. Johnston and Catherine Liss-DiLullo; son William C. Liss Jr.; sister Linda Matteo; and 12 grandchildren.
He was the brother of the late Edward Liss Jr. and the former husband of Diana M. Liss.
