The Chester Housing Authority’s (CHA) headquarters building was dedicated to Norma L. Shapiro, the late federal judge who presided over a 1989 class action lawsuit against CHA, the City of Chester and the Department of Housing & Urban Development. The lawsuit addressed mismanagement of the city’s public housing and led to a 20-year judicial receivership and the complete rebuilding and rehabilitation of CHA under Shapiro’s watch.
